Good Idea

Underachievers to fund state sector pay rises

“State sector bosses who do not perform well will face pay cuts this year to pay for raises for chief executives who do their jobs well.”

I like it. Ineffective bosses will be rewarding the effective ones. Nothing like a spot of competition.

Incentives can be a wonderful thing.

  • In principle a good idea, but in practice won’t happen, or will be applied very arbitrarily.
The State sector is very poor at measuring performance. In contrast with the private sector, where things like economic value added are reasonably objective measures, public servants can usually game whatever system of perfomance measurement is applied to them.
